WHO WE ARE

A community network built around practical solutions.

Ssembabule Community Action Network (SCAN) is a proposed non-profit community development organisation based in Ssembabule District, Uganda.

We aim to connect communities, local institutions, volunteers and development partners to identify priorities and turn community ideas into practical action.

We, the founding members, recognising the importance of community participation, social inclusion, sustainable livelihoods, education, health and economic empowerment, hereby establish this organisation to contribute to sustainable development and wellbeing.

To mobilise and empower communities through sustainable development initiatives that improve livelihoods, health, education and social wellbeing.

Nature of Organisation — Article 2

SCAN is a non-profit, non-political and non-sectarian organisation operating for public benefit in accordance with the laws of Uganda. No income or property shall be distributed to members for personal benefit. Initial operations in Ssembabule District.

ARTICLE 6 — OBJECTIVES

What we are legally mandated to do

1. Community Health

Promote community health, sanitation and hygiene.

2. Youth Empowerment

Skills development, entrepreneurship and employment initiatives.

3. Education & Mentorship

Promote education, mentorship and career development.

4. Livelihoods

Improve household livelihoods through agriculture and income-generating activities.

5. Women & Vulnerable Groups

Support women and vulnerable groups to participate in sustainable development.

6. Environment

Promote environmental conservation and community resilience.

7. Community Participation

Strengthen community participation in local development.

8. Research & Learning

Conduct community assessments, research and development activities.

9. Partnerships & Resources

Establish partnerships and mobilise lawful resources for sustainable community development.

ARTICLES 11-24 — GOVERNANCE & FINANCIAL INTEGRITY

How we are governed

As defined in our Constitution, SCAN is guided by a transparent governance structure to ensure accountability.

General Assembly

Supreme Body — Article 12

Approves major policies, strategic plans, financial reports, and Constitutional amendments. Quorum: 1/2 of voting members. Dissolution requires 2/3.

Board of Directors

Oversight — Articles 13-17

Chairperson, Vice Chair, Secretary, Treasurer + 2 Members. Provides strategic direction, financial oversight, and appoints Executive Director. Chair provides leadership, Secretary keeps records, Treasurer monitors finances.

Executive Director

Management — Article 18

Day-to-day management, implementing Board decisions, supervising programmes and staff, coordinating partnerships, and resource mobilisation.

Financial Management — Articles 21-24: Bank account in registered name, funds used only for approved purposes, asset register maintained, annual budgets approved, independent audit as required by law/donors, strict conflict of interest policy. No member shall personally own organisational property. Remaining assets on dissolution transferred to similar non-profit per Ugandan law (Article 29).

SCAN may partner with Government institutions, local governments, NGOs, community organisations, schools, health facilities, private-sector and development partners (Article 26).

Help turn community ideas into action.

Members: Founder Members, Ordinary Members, Associate Members, Volunteers (Article 8). Membership open to persons who support SCAN objectives. Members have right to participate, vote where eligible, and raise concerns.

VOLUNTEER — ARTICLE 25

Bring your skills to SCAN.

SCAN may employ staff and engage volunteers according to needs and available resources. Recruitment based on competence, integrity and organisational requirements (Article 25).
